Ammonia Safety

The General Duty Clause applies to any stationary source producing, processing, handling, or storing anhydrous ammonia. Facilities subject to Process Safety Management (PSM) and Risk Management (RMP) are considered compliant with the General Duty Clause once the PSM and RMP plans are in place.

The General Duty Clause requires the following responsibilities of facilities:

  • Identify hazards that may result from accidental releases using appropriate hazard assessment techniques
  • Design and maintain a safe facility, taking such steps as are necessary to prevent releases
  • Minimize the consequences of accidental releases that do occur

Unlike PSM and RMP, the General Duty Clause is not a regulation that specifies exactly what a facility must do or not do. The General Duty Clause enforces the obligation to safely operate a facility and to continuously reduce hazards. The measures taken by facility owners are judged against ammonia refrigeration industry practices, guides, and standards. PCA will work with your facility to develop a site-specific "Ammonia Management Program" that addresses:

  • Following relevant industry codes, practices, or standards.
  • Being aware of unique circumstances of your facility that may require a tailored accident prevention program.
  • Being aware of accidents and other incidents in your industry that indicate potential hazards.

We provide electronic and paper copies so facilities can update their ammonia safety program as changes occur.
